Todd M. Smith is a seasoned legal executive with nearly two decades of experience in healthcare law, regulatory compliance, and risk management. As Chief Legal and Compliance Officer at P3 Health Partners, Todd leads the organization’s legal, regulatory, and compliance functions, ensuring strategic alignment with evolving healthcare policies while mitigating risk in a dynamic industry landscape.
Todd brings extensive expertise in value-based care, provider organizations, and risk-bearing entities. Before joining P3, he served as General Counsel, Care Delivery at Elevance Health, where he played a pivotal role in shaping the company’s care delivery strategy, leading a team of legal professionals across multiple business units, and playing a key role in the formation of Mosaic Health in 2024. His leadership was instrumental in structuring partnerships and transactions, strengthening Elevance’s approach to risk-sharing models and care delivery operations.
Prior to Elevance, Todd held leadership roles at Bright Health Group and Optum (UnitedHealth Group), where he specialized in healthcare transactions, provider network expansions, and compliance. At Optum, he was among the first legal hires supporting OptumCare’s expansion from three to seventy-five markets. He oversaw legal strategies for acquisitions, delegated risk models, and regulatory compliance across the Western United States. His expertise in risk-bearing structures, provider integration, and regulatory frameworks helped drive significant growth in Optum’s care delivery footprint.
Todd’s deep understanding of provider operations, healthcare transactions, and compliance makes him a strategic advisor in navigating the complexities of a publicly traded healthcare company. He holds a Juris Doctor from Seton Hall University School of Law and a Bachelor of Arts in History from the University of Nevada, Las Vegas. He is admitted to practice law in Minnesota, Nevada, and Wisconsin (inactive).
Outside of work, Todd is an avid CrossFit athlete and a passionate advocate for the autism community.
